If you need all features with in your budget then pls go for Nokia many are available like 5130 and Supernova these old model but very good like camera and also you can install third party software’s as you mentioned dictionary. Recently nokia launched another mobile is X3 is very good with 3.2 mega pixel camera very smart phone..
In micromax and maxx and karbon these aer good phones these comes with dual siim mode but no such camera quality and no connectivity -
